Mobile phones to debut in Japan after April 2007 are likely to have
GPS support.
An Telecommunications Council committee under the Ministry of Public
Management, Home Affairs, Posts and Telecommunications on May 17, 2004
released a report regarding technological conditions for identifying the
user's position information in case of an emergency call.
The report also indicated the concrete target date for release and
dissemination rates along the way.
This is the first time the committee made public the concrete schedule
and the implementation target regarding position identification of mobile
phones in case of emergency.
According to the report, mobile phones released in or after April 2007
and that support the third-generation mobile communication (3G) service will
basically be able to identify a user's position information by using the GPS
system.
Since almost all the new models released at that timing are expected to
be 3G-enabled, most phones will have a GPS function.
Thereafter, the dissemination rate of GPS-based mobile phones should be
50% in April 2009 and 90% in April 2011.
In April 2007 when the emergency call service starts, however, 100% of
mobile phones, including those using some alternative measurement system,
will be able to locate the user with position information.
Regarding technical requirements, the committee says in the report that
GPS will be used, and the measurement accuracy is 15 meters in radius.
Position information is expected to include the latitude, longitude and
accuracy information, and the actual measurement to start at the time of a
voice call initiation.
Networks are separately used for voice communication and position
information. The network for position information will be a wide-area
Ethernet.
