Spain will allow holders of UMTS licences to share networks in a bid to ensure all four companies launch commercial services in 2004, science and technology minister Juan Costa said.

He said he was confident that the Xfera consortium would be able to launch UMTS services in 2004.

Xfera is the only mobile phone licence holder in Spain which still does not have commercial operations. Besides Xfera, Telefonica Moviles, Vodafone Spain and Amena hold UMTS licenses.
