Leon Perlman started CellularOnline in late 1995.

It is now run by a dedicated staff.

He holds the degrees BSc, BSc (Hons) MSc, BProc, LLB and is currently registered for a doctorate of laws where he is researching various mobile commerce issues. He is also founding chairman of WASPA.

Leon has expertise on all aspects of data communications, regulatory procedures, mobile commerce, GSM cellular, CDMA, convergence, Internet, satellite technology and telecommunications. 

Leon has been involved with computing and mobile technologies since the late 1980's, in technical, analytical, entrepreneurial and management capacities. He is an internationally respected writer, analyst and commentator on internet, scientific, mobile and convergence issues, and consults internationally on ICT to many large companies, investment houses and network operators in Africa and Europe .

Leon has chaired and spoken at many international mobile and telecoms conferences worldwide, and has been the chairman of the GSM Africa and GSM North Africa international mobile conferences since 1998.
